D. PHASE THREE
  1. Units affected by budget reallocation and reduction proposals may elect to prepare written responses to those proposals and submit them to the Academic Planning Committee. The format of these responses will be determined by the Academic Planning Committee and announced at the time the budget proposals are released to the public.

The Academic Planning Committee meets, in compliance with its operating procedures and the Bylaws of the University of Nebraska-Lincoln, to review the budget reallocation and reduction proposals, and responses from affected units. A copy of the committee's current operating procedures is included in the appendix of this document. As part of the review process, the Academic Planning Committee may invite representatives from affected units to appear to clarify issues raised by the proposals or written responses received.

The Academic Planning Committee deliberates and advises the chancellor on the implications of each academic program budget proposal (such as inter-unit and inter-college relationships and the impact on institutional goals and priorities) and recommends how to meet the academic program budget reallocation and reduction target. The Academic Planning Committee also considers the impact of budget reallocation and reduction proposals from the support and service units on the academic programs. The Academic Planning Committee will advise the Vice Chancellor for Student Affairs and the Vice Chancellor for Business and Finance on its findings.

The Vice Chancellor for Student Affairs and the Vice Chancellor for Business and Finance consider the APC's advice and inform the chancellor of any changes they wish to make in light of APC's findings.

The chancellor discusses the Academic Planning Committee's advice and recommendations with the Academic Planning Committee and the Cabinet. Following those discussions, the chancellor will decide upon specific budget reallocation and reduction action.

  6. The chancellor publicly announces specific budget reallocation and reduction decisions and forwards those requiring regental approval to the Board of Regents through the Office of the President or the president's designated representatives. The chancellor will also forward proposals requiring Graduate Council consideration to the UNL Graduate Council and, as required, to the Executive Graduate Council of the University of Nebraska. Recommendations made by the Academic Planning Committee will be included in the public announcement.
