?One person?s terrorist is another?s freedom fighter?
A number of the groups noted below have been accused of engaging in acts of terrorism. While their actions may have clearly involved some measure of civil disobedience, many members of these organizations would argue that the actions did not amount to terrorism and were entirely justifiable. Their victims, however, would generally tend to disagree. This subjective dimension renders a definitive listing of any group as a ?terrorist organization? subject to significant debate. The U.S. Department of State does formally identify a number of entities as terrorist organizations on an annual basis (for the latest list, see: www.usemb.se/terror/rpt2002/appendixb.html). It is left to the individual readers to decide if the actions of the following entities are justifiable, if they constitute civil disobedience, and/or if their actions amount to terrorism, and to subsequently determine for themselves if these are activist groups or terrorist organizations.
