(a) true. Correct! The claim is the overall conclusion that the argument arrives at. One may consider the claim to tbe the "thesis" of the argument. In other words, the claim is what you want the audience to agree with -- the other parts of the layout are designed to lend support to the claim.
(b) false. Sorry, the claim is, in fact, the desired conclusion or purpose of the argument.
