(a) true. Sorry, the data does not establish the position of the argument.
(b) false. Correct! The data is the starting point for argument. It provides common ground that the speaker and audience can agree upon. The foundation created by data means that the speaker and audience are ate least on the same "wave length" as the argument is being developed. This does not mean that the audience will necessarily agree with the argument, but, it does mean that the speaker has a chance at persuading the auduence.
