Forest Hills Special Education Cooperative (Indiana). Forest Hills is a joint service and supply special education cooperative, providing administrative support and related services to two school districts in southern Indiana.  Together the districts have a combined general education enrollment of 7000 students in ten schools, 900 of whom have disabilities. The percentage of students identified as emotionally handicapped has grown steadily in the past four years, and the district has committed itself to a program of improved behavioral supports for those students.  The two school districts encompass both suburban and rural schools, and include the two largest elementary schools in the state of Indiana. Project director Skiba has collaborated extensively with Forest Hills on issues of functional assessment and school wide behavioral planning
