Welcome to Northeast Upward Bound


Northeast Upward Bound has served fifty students annually from Norfolk, Madison, and the Lyons/Decatur area since 1999. Winnebago was added in 2000 and today we serve 20 students. Its mission (as defined by the United States Department of Education) is "to increase the rate at which participants complete secondary education, enroll in and graduate from institutions of post secondary education". The Upward Bound Program originated in 1965, as part of the Economic Opportunity Act. There were 18 original "pilot" programs. In 1966 this number grew to 220. Today there are more than 700 Upward Bound programs nationwide! Upward Bound was the first of the TRIO programs. Trio began in 1964 with the Economic Opportunity Act. TRIO is so-named because it refers to three programs - Upward Bound, the Student Support Services Program, and Talent Search. In 1990 the Department of Education responded to the need for Math and Science instruction and created the Upward Bound Math and Science Program. Upward Bound is entirely government funded. There is absolutely NO COST to students. Eligibility:

Participants selected for participation must meet the federal requirements listed:

  1. Successfully completed the eighth grade.
  2. Planning to attend a four-year college or university after high school.
  3. Neither parent nor legal guardian(s) has graduated from a four-year college or university and/or the participant meets certain income requirements.
  4. Participants are expected to maintain at least a 'B' average in high school.
  5. Participants are expected to attend Northeast Upward Bound meetings and actively participate in the program. Participants who are not attending weekly/monthly activities will be dropped from the program unless they have received prior written approval from the Educational Specialist or Assistant Director.
  6. Between 13 and 19 years of age.
