UPC Fund Allocation Committee (FAC)

The University Program Council (UPC) offers a variety of events for UNL students, funded by the University Program and Facilities Fees (UPFF) paid by University of Nebraska-Lincoln (UNL) students each semester. UPC attempts to meet the diversity of student needs in the University community. UPC frequently co-sponsors events with other Recognized Student Organizations (RSOs), and may provide funding from their UPFF allocations to help defray RSO expenses. When this is not possible, the UPC Fund Allocation Committee (FAC) allocates funding directly to RSOs for events, according to specified criteria.

 

General Philosophy:

  1. The FAC Committee shall make every effort to ensure that eligible RSOs are aware of the funds available to them through UPFF funding.
  2. The FAC Committee shall allocate funds so as to reach as many students as possible, but realizing that there are certain very worthy projects, which may reach only a limited number of students.
  3. The FAC Committee shall allocate funds to those events which show genuine potential for generating income and making the RSOs self-sufficient.
  4. The FAC Committee shall encourage diverse programming for the entire campus. RSOs sponsoring similar events should consider submitting a combined request for those events.

 

Specific Responsibilities:

  1. The FAC Committee shall set up a system of monitoring funds allocated to RSOs to assure that these funds have been used for the purposes for which they were requested and to gain insight into which type of events show the greatest potential for self-sufficiency.
  2. The FAC Committee shall keep appropriate financial and evaluative records to assure that past experience and knowledge will be passed on to succeeding FAC Committee members.
  3. The UPFF funds as designated to UPC shall not be used to finance political campaigns, or speakers of a political and ideological nature.

Eligibility:

  1. Must be a Recognized Student Organization (RSO) in Total Compliance.
  2. Must have approval from the RSO Advisor.
  3. Must have an account in the Student Organization Financial Services (SOFS) Office.
  4. The event should be the initial event, have the potential to be continued, show potential for increasing membership, or make the RSO more self-sufficient.

UPC FAC funding decisions will be based upon the following:

 

  1. Requests may be submitted at any time during the year, but must be received at least four (4) weeks prior to the event date. The FAC Committee shall consider late applications on an individual basis if it is deemed there is sufficient time for allocation.
  2. Any funds granted to an RSO shall only be made on a one (1) fiscal year basis to any one (1) RSO within a two (2) year period.
  3. Any funds granted to an RSO shall not be expended for wages, equipment, office supplies, or travel.
  4. The FAC Committee shall not fund requests for student travel or lodging.
  5. While all funding requests for food are discouraged, the FAC Committee shall consider requests to fund food when it constitutes an integral part of a culturally-based event.
  6. An RSO that is denied funding may make appropriate changes to the request and provide a second submission to the FAC Committee. This second submission shall serve as the final submission.
  7. If an RSO received funding, they have 120 days after the event date to use the funds, or the funds shall be reallocated by the FAC Committee.
  8. RSOs should thoroughly consider other University and private sources of funds before coming to the FAC Committee. Efforts made to obtain other funds shall be considered in the allocation process.
  9. All requests for and allocations of funds, and all financial summaries and revised budgets shall be presented on a line item basis.
  10. Every RSO receiving FAC funds shall be required to keep a detailed record of all expenditures and income. These records must be made available to the FAC Committee upon request.
  11. A transfer of funds to the RSO SOFS account will occur AFTER the FAC Committee has received copies of all bills, invoices, contracts, and/or receipts appropriate to the allocated fund amount.

  13. The event for which the funding is requested must be well-planned and documented. A completed request must include the Event Information Form and Event Budget Form, and in order to be considered for future funding, RSOs must submit the Event Evaluation Form within two (2) weeks following the event.
  14. All requests should be addressed to the UPC Vice President, University Program Council (UPC) 134 Nebraska Union, Lincoln, NE 68588-0465 and must be emailed directly from the RSO Advisor to Karen Freimund Wills, UPC Program Coordinator at kwills2@unl.edu with following information in the subject line: UPC FAC Request.
  15. All allocations made by the FAC Committee shall be subject to the approval of the Vice Chancellor of Student Affairs, the Director of the Nebraska Unions, and the Director of Student Involvement.
  16. Approval of a funding request does not imply funding approval for similar or same events in subsequent years.
  17. If an event is canceled for which funding has been allocated, the RSO must notify the FAC Committee.
