UNL Academic Senate Meeting Minutes

1.0 Call to Order

* President Jose called the meeting to order at 2:35 p.m.

2.0 Announcements

2.1 President Jose announced a visit by Ernest Boyer planned for December 6, 1995. The faculty is being offered the opportunity to participate in a workshop scheduled for Wednesday, December 6, in the morning. Interested faculty were encouraged to sign up for the workshop.
2.2 President Jose announced a reception scheduled for Monday, October 9, at the Wick Center to honor Dr. Robert Knoll, author of Prairie University.

3.0 Interim Chancellor Leitzel

3.1 Chancellor Leitzel discussed the adoption by the Board of Regents of the amended policy statement on research. This statement was drafted by Regent Wilson and differentiates the missions of the four campuses. A final copy of the policy statement will be distributed to faculty when completed.
3.2 Leitzel explained that the university is focusing on program planning this academic year.
3.3 Sean Courtney, Vocational and Adult Education, questioned Chancellor Leitzel about parking issues on campus. Vice Chancellor Griesen responded to Courtney by explaining that several surveys have been conducted. Leitzel said that concrete suggestions are welcome and may be submitted to David Jones, the Senate Representative on the Parking Advisory Committee.

4.0 Minutes of 9/12/95 meeting

* Minutes were approved as amended.

5.0 Grade Appeals Resolution

5.1 Senate President Jose has written to Acting Senior Vice Chancellor Perlman for comment. Perlman requested additional time for review.
5.1.1 Chouinard requested that a revised version of the resolution be substituted for the original resolution. The substitution was approved. Discussion: Leo Sartori noted that emergency grade appeals are not the only concern. An additional issue is the short time line for grade submission for graduating seniors. Sartori suggested students be allowed to participate in commencement if they are within one course of meeting graduation requirements. James Griesen stated this issue had previously been addressed by the Council of Academic Deans. Griesen has a copy of their proposal available, which was rejected by the Commencement Committee.
5.1.2 It was moved and seconded that the substitute resolution be approved. The resolution was approved.

6.0 Processes Related to Enforcing Standards of Student Conduct at UNL

6.1 Darryll Pederson moderated a presentation of the processes in place for enforcement of student conduct.
6.1.1 Jay Corzine presented an overview of the judicial process at the university level. The university Judicial Board acts independently of the student judicial body. The jurisdiction of the Board includes off-campus events sponsored by the university, housing units, and incidents/behaviors off-campus that may adversely affect the university.
6.1.2 ROTC Caption Stephen Delaplane explained the military requirements for student behavior and academic achievement common across all service units.
6.1.3 Barbara Hibner, Associate Director of Athletics, explained the Athletic Department's policies and procedures. The department focuses on two aspects of student conduct; discipline and life skills education.
6.1.4 Keith Zimmer, Assistant Director of Academic Programs for the Athletic Department provides career counseling for student athletes and administers the Life Skills program.
6.1.5 The Director of the Cornhusker Marching Band, John Kloecker, discussed student conduct for band members. Kloecker stated they have had successful results from their program.
6.2 Discussion. Gargi Roysircar-Sodowsky questioned presenters about the process for helping students integrate into the university system beyond their specific units. Jim Griesen stated that these individual programs are not exempt from the university's judicial system. Leo Sartori questioned coaches' prerogatives to make decisions outside the judicial system. Jim Ford asked that "university representation" be defined. Jim Griesen responded that it would be difficult to define a "student represenative." Jim McShane expressed concern over the public perception of safety on the UNL campus. An environment of fear is not conducive to learning. Griesen noted that increasing violence is pervasive within our society and the university is not immune to this. Moira Ferguson asked if the Athletic Department reports to the Student Judicial Board or is an autonomous unit. Barbara Hibner responded that they do report to the Board.

7.0 Election of Faculty Representatives on UNL Judicial Board

* Kay Logan-Peters distributed ballots for voting on four faculty representatives and four alternates to the Judicial Board. Sean Courtney requested biographical information on the nominees. Vote was deferred in the absence of a quorom. Ballots will be mailed out to all Senate representatives as soon as possible.

8.0 Committee Reports

* Deferred to the November 7 meeting as Don Jensen moved for an adjournment in the absence of a quorum.
